    Whereas the arena refrigeration plant at the Robert Harley Sports Complex currently uses R-22 Freon as a refrigerant, and;

    Whereas Canada, through the Montreal Protocol has committed to the phase-out schedule for domestic consumption of HCFCs, including R-22 Freon by January 1, 2020.

    Be it resolved to receive the Arena Refrigeration System Replacement Feasibility Study and recommendations mad within, as recommended in document 2019_REC_82.

    Whereas it is important to maximise the use of the existing space at the Town Hall, and; 

    Whereas there is a need for the Town Hall to be updated to current standards.

    Be it resolved to proceed with the renovations, as recommended in document 2019_REC_81.

    Whereas the Investing in Canada Infrastructure Program (ICIP) will see up to $30 billion in combined federal, provincial and other partner funding, under four priority areas, including Community, Culture and Recreation, and;

    Whereas the Community, Culture and Recreation stream will support community infrastructure priorities across the province, improving access to and / or quality of community, cultural, and recreation priority infrastructure projects, and;

    Whereas more than one project can be submitted by the Town.

    Be it resolved to present a request to Investing in Canada Infrastructure Program (ICIP) for the replacement of the arena refrigeration system at the Robert Hartley Sports Complex, as recommended in document 2019_REC_83 modified.

    Whereas municipalities have asked for many years for an insurance reform to address inequities caused by the joint and several liability principle, and;

    Whereas Premier Doug Ford has announced at the 2019 ROMA conference a public consultation about increasing insurance costs and the impact that these costs have on property taxes, on municipal taxpayers and on the average Ontario resident in order to bring forward the required amendments to address these concerns. 

    Be it resolved to support AMO's submission to the Attorney General of Ontario on October 1, 2019 and the recommendations this document contains.
